conditional format rules not staying

Morning, I have been giving a google sheet to try and fix, since no @ my company knows how.
I try to explain that sheets and excel are 2 different things.  Anyway, the page in the sheet had about 4 conditional format rules for the T row. 
as of yesterday, it doesn't work and the user/owner of that sheet doesn't know what happened. (hmm) I am not a sheets person at all.   how cn I get the CFR back working in her sheet.
1. is the CFR of the sheet.
2. is her t-row 
3. is how it should look when applied.
4. is the rule opened.
Any help on this matter would be greatly apricated.

Morning I have the sheet that I am testng to see why the CF rules are not staying on this one sheet. 
I'm not good at writing these formulas, (newbie)  but it seems to me that they are pulling info from blank cells.
I have attached what I found out.  ANy help on this would be greatly appreciated. F00 shows the outline of the cells to be used.
F1-4 are the formulas, and CF1-4 are the select data ranges.

Hi!

Unfortunately, It's very complicated to debug this by pictures. You have to give to us something more than pics. Can you share the sheet or it's copy (without private data of course).
