GSB Usage Quota and Charges beyond limit

Hi,

As per GSB documentation, it lists out that API is free to use, but again there is a quota limit applied for such use using API Key. Hence we have few queries:

1. I would like to know if we would like to increase the quota for using the API beyond the given limit of 10,000 requests/clients per 24 hours, will it be charged?

2. Does the policy change if our app is a commercial one and wants to use GSB API with larger quota?

3. Recently similar API has been made available on Android as part of SafetyNet Safe Browsing of Google Play Services, where it is listed that 10,000 URL requests/24 hour limit per API Key. Of course, the API key, being part of the manifest, how can such quota be increased and any charges will apply?

4. From Android 'o', Safe Browsing is available for WebView based apps as well. But are there similar quota applies? How to request increased quota in such cases? Are there any charges applicable beyond quota usage?
