Google safe browsing API always return empty result

Hi all, I am trying to use google safe browsing API to scan some URL, I got key already, but when I scan URL with API, it always return empty result(but status code is 200) except the test URL, the test URL that API will return detection result is http://malware.testing.google.test/testing/malware/, I tried many malicious URL, all got empty results. wonder what's the problem with this API?

Thanks for reaching out. We are constantly trying to build the most robust data set possible. If you are willing to share some examples with us to debug further, that would be appreciated.

I had reported the same problem a few months ago, but couldn't get anything changed even after exchanging 10s of emails with Google support.
