In chrome, URL will be prefix hash match a local database list and further match at server side if it's "dangerous" site. I wonder if I start a headless chrome and use chrome-remote-interface for debugging, is there any way that I can tell if the URL I `page.navigated` is a dangerous site?

Hmm, I don't know. There are some test urls at http://testsafebrowsing.appspot.com/ that you use to test.

If your goal is to just see if URLs are blacklisted, there is an open source client that can be used instead: https://github.com/google/safebrowsing
