implements the canonicalization?

We have been using the following (maybe a little more detailed
instructions ?) instructions from the mozilla dev site which does
contain a few regex...

Firefox2 uses the same api for its phishing protection.

It would be very useful to get regex/algo to decipher urls containing
dword/hex/octal ip's.
