Technically that's allowed, the developer guide states that you'll only get 400 if the HTTP request itself is malformed, it doesn't return 400 if specifically the URL is malformed/doesn't exist. 
So.. 204 would be correct as nonsenseurl wouldn't be in the GSB database and therefore safe.

Everything seemed to work fine: I get a 204 code for "good" URLs, 200 for "ianfette.org".
But when submitting absolute nonsense, or incorrect URLs, the response is 204 as well, instead of 400.
