First try at site submission always fails

When reporting problematic sites via https://safebrowsing.google.com/safebrowsing/report_phish/ the first attempt at submitting a report always fails. The second attempt does go through, but you need to remember to re-fill the Type/Category selections since they didn't get transferred from your first attempt.

But I guess the system developers don't read this (mostly dead) group?

Issue is reproducible on my end. First fails, second works.
