Non-Commercial Use Clarification

I did some digging in here looking for some clarification behind the TOS regarding non-commercial use of this API. Can someone answer the following question for me?

If I create a program that would use SafeBrowsing API as a free function to scan specific types of URLs for safety, but we offer other premium services that are unrelated to this function, would that be a violation of the terms of use?

The WebRisk API does not seem to provide the same level of malicious URL detection that we need.

If anybody can direct me to somewhere/someone that can help me with this question, I would greatly appreciate it.
