Very slow load of code from the google-maps-utility-library

Are developers meant to download and host a copy of code from this
library on their own server or link directly to the google libraries?
i.e. should google-maps-utility-library be used like a CDN?
I've been loading directly from the google hosted libraries but
intermittently I'm seeing very long delays in code retrieval.
Sometimes the delays are long enough to cause problems.
