Google Maps for Java Application in offline version?

Hi,


I am a student studying IT at the University of Malta. We're assigned to do a project for an Intelligent Bus Stop System for Maltese transport. As part of this assignment, we are required to use a map service to locate different routes across the Maltese Islands. 

My question is this; is there a way to implement / embed a google map (not a static map) in a Java application in offline mode, as opposed to creating a website and doing it online? Is this possible? This is a non-profitable application, just an assignment for our course and nothing else.

An offline map is not allowed under TOS except where it is under
development.(Clause 9.1.1)

I don't know if a university assignment can be classed as under
development

It compiles to a standalone web application which doesn't require internet access, but you will need to provide your own tiles, in that case.
