Google Maps V3 : Area Shape definition (Expert)

Dear Sirs and Madams,

I want to define areas within maps. I am using Google Maps V3.

As a example, I have a workspace as the New York City map and I want to devide the map in blocks
- Block Upper West Side
- Block Upper East Side
- Block Rockfeller Center

The user would see my map and the 3 Blocks. If the user Select the Upper East Side, the map would zoom on the Upper East and the user could see the markers within the Upper East Side.

So, How please to create these Area (like Javascript JS Area shape Coords)

Another general question : "Does Google is totally sure to move to V3. I ask this question to be sure that I took the right decision not to develop within V2. We are affraid because sometimes in the past, Google changed his mind. I need to secure that the V3 is the upper class and smartest tool from Google Maps representing the only possible future and derivative from Google Maps."

Assuming: you already have made the markers and have some how
separated them into groups based on area
step 1) define a new google maps latLngBounds class for each of your
marker groups
step 2) figure out the Latitude and Longitude of each corner of each
of your areas
step 3) use the google polygon class to create an "area" using the
LatLngs that represent your corners
step 4) be sure to set the clickable property of the polygons to true
step 5) add a google maps eventListener to each polygon that is
trigger on click
step 6) have the event listener call map.fitBounds(_____) fill the
blank with the latLngBounds you defined in step one
*if your markers are invisible or have a "map" property of null
step 7) marker.setVisible(true) or marker.setMap(____) fill blank with
whatever variable you map is defined as

From the V2 Reference:

"Note: The Google Maps Javascript API Version 2 has been officially
deprecated as of May 19, 2010. The V2 API will continue to work as per
our deprecation policy, but we encourage you to migrate your code to
version 3 of the Maps Javascript API"

I read that Google Maps V3 is the only reference for a developper
ready to work with Google Maps (Tx Gary). I now have the main step to
create a Polygon (Tx J.B. Hansen).

Assistant to Franklin : I please ask you this question. How to pass
the values between the MAP and the code enclosed in the same page.

As a example, one could search a property close to La Prairie du Chien
in WI or in Clayton County. When I search using ZILLOW, I can see the
deals OFFERS at La Pairie du Chien and the enclosed block are the
Clayton County OFFERS.

When I click on the Clayton County zone : The deals OFFERS are
automatically updated in the list bellow. First offer deal becomes a
foreclosed house in Marquette for USD 19.999. Therefore, I can
navigate around la prairie du chien scope, with the hereafter lists
auto-refreshed.

More Generally speaking, is "why did Franklin select Google Maps".
Franklin always says : "Google is better". But Encarta was an
impressive MSFT product 15 years ago. The Zillow IPO (using BING owned
by MSFT) was a recent impressive success. I know this question is
posted in a Google group, but one could drive a BMW 320, saying that
the Mercedes C230 is better.
