Seeking country and region outline information

I am building a map site specifically for France and would like to be
able to highlight the country and region borders.

After searching for a while, I found information on www.gadm.org.
However, the coordinates appear to be either incorrect, or need extra
treatment to be able to be used accurately within Google Maps.

Can anyone direct me to good, accurate data, or help me with the
transformation of the coordinates ?

However I notice that the files are shape files and I have not been
able to find how to extract the data.

I have had success converting shp files to kml and displaying them
with the API:
