Map with textures

Hi everyone,

I'm trying to create a map with different textures, but I can't find viable way.

Let me explain better. Let´s say I'm working on the USA map, my intention is to insert an image in each county (jpeg, png...) and do the same with the rest of the countries in the world: shires in UK, provinces in Spain, prefectures in China... all this divisions would contain a single image. I want to divide every country in the world into administrative divisions of second level, so that's a lot of divisions to vectorize by myself. I need a world map that allows me to extract this secondary divisions so I could insert the images using Adobe Illustrator or any other software.

I've been searching two whole days, I've discovered a lot of map resources, programs and websites, but any of them allows my to do this.

I'm getting crazy, for God's sake, I've even used Bing to search for a solution!
