Google Places Limit

to Google Maps JavaScript API v3
I have seen that Google Places Api Limit is 1000 requests/day and
you have to get an key for it . Is this limit implemented per
IP(host)
or on per user basis .

If its on per user basis can I use multiple keys for a same website ?

I believe it is per APPLICATION (i.e., per API key).

That is correct, it is per API key.

How about Autocomplete? Doesn't it generate a request by each 'keyup'.
So the 1000 limit can be reached by a single visitor in a few minutes.

Yes, autocomplete is the new hype. Everyone wants autocomplete.

I'd compare this functionality with continuous interruptions as soon
as someone begins to speak. Don't think that's a desirable habit.

Autocomplete has a separate, time-based quota. It isn't 1000 req/day.
