Historical Traffic Data API or access

Hi,

I'd like to access the historical vehicle highway and road traffic
data. Is there an API or data file that is available?

It appears that Google Maps has the data because it has a traffic
predictor built in. See the comment in google maps: "Data is
predicted based on past conditions"

I have a very simple application. I'd like to plot traffic slowness
over time. And if a certain area is nearly 100% slow over time then
that seems like a problem area. For example, in New York City, the
FDR drive near the Triboro Bridge (I'm fairly sure this spot will
result in a very high "slowness" award) (Both FDR and Triboro seem to
be a result of lack of planning and lack of due diligence. Maybe data
such as this can help correct it and help us plan in the future)


I apologize if this is already answered, but I did not see it.

No Google doesnt expose this data at all. 

(other than the trafic overlays available in the javascript APIs)

Does anyone know if this has changed?  Has this data now been open up or did you ever find a solution?
