What about hybrid apps, eg using a web view to display a V3 web map, such as described at http://code.google.com/apis/maps/articles/android_v3.html? Would it make a difference if the web page containing the maps API calls was loaded from a web server, versus loading it from a local file embedded in the app?

I think iOS map kit and android mapView does not influence with the
usage limit.They have different TOS. (They seem kind of old. Are they

Getting a popular could be over the usage limit, which I think
it's based on ip address or web view user agent,
then Maps API premier manager would be contact???
But I'm not sure, and also I'm interested in this one.
