Using Google Map Api Perimer version

Hi,
I am using google map api v3 in my windows application.I am
continuously sending request of geocoder and as it reach to 15000
count it gives 403 error.

Is there any payable service in google map. that i can use
1. google map service offline like plotting map offline
2. Or i use geocode service more than 15000 (if it is possible give
me range)

Is there any google map service or license facility for
business purpose...

Google Maps API Premier customers do have higher geocoding quotas.
However you are required to use the geocoder in combination with a
map. It is not permitted to send geocoding requests directly from a
Windows application which does not then show the results on a Google
