Places API types locality & political return just 2 results from within a designated radius

I'm developing an application that require the definition of service territories that relates to adjacent cities, towns or suburbs at a radial distance from the businesses headquarters, or a fixed point on the map. I was hoping that the Google Places API would be able to assist in this project, however I have found that when searching via the API using the types locality or political that the maximum number of adjacent locations returned is just two. This is very disappointing as I would have expected that it would be intuitive enough to return all adjacent localities within the designated radius. If the people at Google monitor this forum could you please have a look at this issue at your earliest convenience?
