Of course. The key is used in the client request. A website which uses
a static image has a key, gets and displays the image at the client's
IP address.
The key links the request to your Google account, and is used for
usage-limit tracking.

I can't see any use where this does not amount to bulk download of
Google data, which is prohibited. See the Terms, 10.1.3(c). I can't
see how 250 images at maximum size is not a bulk download of imagery.
And, you are still limited to 25000 per day: even if 250 in a burst
were enough, you could only have 100 copies of your software in use
per day. With more requests, you must have fewer copies being used.
Note too that 25000 is split into six-hour chunks: the limit is
implemented as 6250 per six hours, which limits you to 25 copies of
your app. This could be changed to be 1042 per hour without changing
the stated daily limit, but it seems that a limit like that would
cripple your app.
