Terrain maps with black rectangles

I am seeing more and more black rectangles when downloading terrain static maps. Parts of the maps only contain white roads and blue water, but are black otherwise. Here are two examples:

http://maps.googleapis.com/maps/api/staticmap?center=39.509339,16.699218&zoom=13&size=640x640&scale=2&maptype=terrain&sensor=false

http://maps.googleapis.com/maps/api/staticmap?center=54.378512,-2.836719&zoom=11&size=640x640&scale=1&maptype=terrain&sensor=false

It only occurs at certain locations, and with certain zoom-levels. Other zoom-levels are usually OK.

Are you seeing this as well, and is Google addressing this problem?
