Clickable roads / polylines

Hi, I'm a newbee at this, so I apologise if this is inappropriate, in the wrong area or just a downright stupid question.

 

What I want to do is create a map where people can click on a road to say that they have delivered to that road, and (although this is phase II+) update a database so that I can query which roads have been delivered to.

 

I'm assuming that I need to create a whole load of seperate polylines (one for each road in the area) but my problem is that I want my deliverers to be able to go on to the map and click on the road (on the actual map) so that it makes the polyline for that road visible, so that over time I can see when deliverers update the map to say they have delivered to that road, and I can see any missing roads that need delivering to.
