How to flag spam users?

Look at the history on this feature -- http://goo.gl/BXWQr -- and follow through on the users who have been approving the edits. Looks like a gang of them basically approving each other's spam edits (taxi company listings). I can flag each of the features as spam, but wouldn't it be easier to remove these users? (Yes, I realize, spam is a never-ending problem and spammers will just return with new accounts, but still.)

Click on user's name, the user's profile page will open. On the left pane, you will find something like "Report user as spammer".

Uuuuuhhhh...I must be missing something, because I don't see that option at all. I see their name and avatar, and that's it.

When the listing comes up, and you see Status:Pending - click on "REVIEW" you will notice that "Report As Spam" is one of the choices of what to do with the listing.

Oh lord, I know I'm going to come across as such a whiner, but this is just frustrating. How can this topic be labeled "answsered" when the "answer" clearly doesn't work (look at my reply immediately underneath it)?

Oh! I'm sorry for this confusing information. Now I'm understand - I have this "magic button" because I'm a Google Advocate.
