Well, I made an edit for future Curtis Park Village in Sacramento, CA here: http://goo.gl/iCIB1

Do note that it's currently a draft since it's still under construction. More information about the site is here (look real hard): http://g.co/maps/7ba4a

Once construction is done, is there anything I can do to improve this edit like boundary lines and such before I save it for review?

Go to the draft in your edits list, then Details, then the link button on the right. The permanent fid for the feature does not work when creating it with a draft edit ( http://www.google.com/mapmaker?gw=39&fid=0x809ad056b5c45aa5:0x54ef8668f16aa215 ) , you have to use editids instead ( http://www.google.com/mapmaker?gw=55&editids=5XfOIb0iBdBE8BWacY ).

To make sure the link I made works for everyone else besides me, I tested it out in Google Chrome's Incognito mode, aka "logged out" mode.

That's quite a clever trick.  How do you post the link for drafts?
