Custom Map / Aerials - Fictional City

So I'm trying to building something for a fan-fic site I'm working on.

I work with ArcMap, ESRI at my job and I think I could stitch some fake aerials together.

I would like to generate some aerials for a fictional city (R'lyeh) and make a Google map for it.

But that's not all.

Is there any way to use mapmaker for a map that is only visible on MY site? Or on a custom Google map?

I want to create roads, airports, businesses, etc.

Very tongue-in-cheek, but if I could use the powers of MapMaker to really BUILD the city? I think I could do some sweet development for a fun cause.

Anyone know if there is a MapMaker API or something similar so that I could use MapMaker for a custom map in THIS manner?

Map Maker is for the public Google Maps. You could try using either the My Places in Google Maps or Google Earth instead.

If you used places, you would have to find some unihabited area and then build your fictional city there.  If you Google it, you can find software than it meant for creating fantasy maps.  They are not as powerful as the real Google Maps, but you can make whatever you want.  Not sure how it would integrate into a website, but I doubt they use the Google Maps API.

It would be really cool if Google would give users a blank earth and let them fill in all of the land masses, cities, roads, etc... to develop fantasy worlds using the MapMaker tool, but I'm guessing Google doesn't want to develop it or store it on their servers for such a limited number of people that would want to use it.
