How can Plot or Building Numbers be shown on Google Maps?

I have often seen plot numbers showing up in Google Maps in the U.S. and other countries where GMM edits were not allowed (considering that GMM went live in the U.S. recently.), e.g. in this map view - http://goo.gl/MSUGG, where the plot numbers are clearly shown.
I have not seen this in the other countries where GMM edits are allowed. Is this then an endemic feature? Or is there any way for GMM users to add such edits? I live in a planned town in India where the plot numbering system is a bit confusing. It would be very helpful if the plot numbers were visible on the Map itself.

If you want to mark houses in the Google map then invariably ensure that you provide the below details : 
To start off with,the category to be used is 'address/plot'.Then do provide the following details for being considered for approval: 

-Official name of the house if any,else leave it blank. ( Avoid adding personal names***)
-Plot number/House No alloted by Panchayats or Municipalities/ Corporations.
-Street name.
-Post code.

the basic map as we can see in the U.S. and other such places?

I will add all addresses on a street, but how do occur at intersections, as here?  I mean the number in the street corner. Where this number came from? 600 in this particular case, or 3000. Thanks.

I wish I knew where this was entered too. The streets in my town show number two on one corner then ninety nine on the next corner. Any streets I have edited or added never show this same numbering scheme.

I also see, on these streets, a second version of the same street on the same section. The numbers seem to be based on this non editable street.

Any ideas? To see an example search for: (sorry reading this from my phone) Mattingly Ave in Indian Head in Maryland, USA.

In US building numbers available in Google places were imported to Map maker earlier, and when the GMM was thrown open for editing all those numbers remained there in the map. You can edit it or move to appropriate location.
