Separate HOV lane?

The road above is part of an HOV lane on US-75 that was marked as a Ramp. The lane itself isn't fully physically separated from the mainlanes, but there are poles that prevent you from entering the mainlanes. There are 4 entrances/exits on the HOV lane (see here). Ignoring the Ramp issue for a moment, is the above HOV lane allowed to be separately marked? If so, can it be marked as a two-way road instead of having two one-way roads?

Bollards are the proper term for those poles, Sai. Also, there is already policy about carpool lanes: they can be drawn separately only if they are physically separated. The El Monte Busway in Southern California was trimmed to I-710 in GMM because the carpool lanes east of that interchange weren't physically separated.

What needs to be decided now is whether those plastic bollards count as a physical separation or not for GMM purposes.

I'd say plastic bollards count as physical separation if they are close enough and are permanently affixed to the pavement.

@Geoffrey: Thanks for the proper term. I just used the closest thing I could think of.

@Andrew: I think they are physically attached to the ground. I haven't seen one that is way off the HOV lane divider. Also, I don't see anyone crossing into or out of the HOV lane without bending at least one bollard over.

Sai - Yes, Andrew's definition of what would classify as a physical separation sounds pretty logical.
