Hi,
You can add draw a canal by using the river line tool. After drawing
the line, you can change the 'Type of Feature' under the attributes
tab to "Canal" and then 'Save' the edit.

In this case would the canal subtype of the river feature be preferred
to the irrigation feature?

It depends, I suppose, if the principal use of the feature is for
irrigation or as a navigable waterway.

Hi,
Yes Rich, the principal use of the feature should define the 'Type of
Feature' attribute. In this case, if the principle identity of the
water-body seems to be a 'Canal' hence this should be marked as a
'Canal'. But, if the principle use of a water body is for irrigation,
then it should be marked using the attribute 'Irrigation'.
