City/town/village versus sublocality/locality

In certain areas I have seen zip code areas also listed as localities/sub-localities and then these same areas listed as cities.

As an example:

Center on Washington DC and select "Advanced Find" and select layer of: "City / Town / Village" You will see MANY selections that are listed.
The funny thing is many of these are actually PIN/ZipCode's You cant use the excuse that every PIN/Zipcode is a city/town/village. I can show many that comprise a swamp and you cant say that the alligators have a town council.

In this same idea there are areas (as an example: within pin/zipcode 20640) that are different neighborhoods/built-up area that should be listed as such, instead of being classified as a city. When doing actual address entry the 'city' is listed wrong and does not comprise the listed city from the zipcode. Or it may have a zipcode that encompasses a neighorbhood that is incorrectly listed as a city and it will not let you set the correct city.

Any ideas?
