I get a 404 when trying to access http://dl.google.com/linux/rpm/stable/i386/
- same with "testing". Are the files just temporarily unavailable or
are they gone?

The repositories don't allow browsing; you can only access files
directly. Your package manager (apt, yum, etc.) knows how to request
the proper files. It's only a problem if your package manager is
saying it can't connect or can't download files. You can manually
check that the repositories are available by requesting a specific
file, like:

http://dl.google.com/linux/rpm/stable/i386/repodata/repomd.xml

Not only then - it is also a problem if you are not using one of these
package managers.
That's why I would like to download the .rpm directly.
