transliterating tamil works

i am involved in transliterating tamil works into english fonts. i was
wondering if this tool has been developed, and if not, as i am a
programmer, where i could start.

       Assuming that you mean only TRANSLITERATION and not translation, I suggest you to go to www.azhagi.com which provides you with reverse transliteration. To the best of my knowledge Azhagi only is facilitating transliteration from Tamil to English
