Norfolk Airport not showing free google offer on their wifi homepage

I have traveled through the Norfolk airport twice during this holiday
promotion and had this problem both times. To start oiff I was using
a laptop that had never been in the Norfolk airport before (I am on a
brand new laptop today). I cleared out the cache, history, cookies,
etc anyway. The Boingo reps were very rude both times making me think
they are tryiong to still get money from people without using the
Google offer. I asked 3 other people today who were on wifi and they
all paid for it because the homepage did not have the google offer.
They were all in the Norfolk airport for the first time.
