What steps will reproduce the problem?
1. Run FSCT using a super admin account in a secondary domain:
- FSCT returns error an whenever a command is executed. The error message
is "Error: com.google.gdata.util.ServiceException: Internal Server Error
Exception Message unavailable"

What is the recommended approach for controlling the gadgets that should
appear in sites in secondary domains? The list of gadgets authorized for a
primary domain is not propagating to sites in secondary domains.
