I just fixed this problem for myself. Your domain admin has to go to the
google apps
managment site on the Users and Groups page and check the box that
says "Enable
provisioning API".

I have provisioning API enabled, but still getting this error. Anyone has

We have provisioning api enabled too! Not sure why it doesnt work! Any
clue? I tried giving a request from my mac terminal and was getting an
error like Domain cannot use API. Please help.
