Create Circles with Topics for Themed Communication

I am able to communicate with certain coworkers(a circle) about
several different customers or topics.
I want to be able to create a new circle that has the same coworkers
in it but is labeled for a particular customer or topic.
Circle A --> Standard circle
Circle A --> Project X topic
Circle A --> Project Y topic
etc.
I considered creating dummy accounts to represent customers or
topics. But this seems like an annoying work around instead of a cool
(very usable) feature.
