Creat city Map from Google Erth maps

I wonder if it is possible to use Google Earth maps to create a city
map for a town in the Middle East. And if so, what is needed for
programs to use for this purpose?

I don't think we have enough information to give a clear answer here.
If the data already exists in Google Earth you can simply zoom there.
If you have the data already, then depending on the format it is in
you may need to take different steps to overlay it on Google Earth.
If you're looking to create the data, again more details of your
project would be needed to be able to give a clear answer.

Hi Josh L,

Thank you for your reply.

I have no data or images. My idea is simply to save an JPG image from
Google Earth into my laptop and than creating a map by drawing roads
and buildings over that image . But the question is whether there are
any programs that will automatically convert satellite images (from
Google Earth) to map? And of course I will then manually add the names
of various roads and locations on the map.

Thanks for the details. Sounds like this question is not really about
the Earth plugin, but here's some quick answers:

If you just want to save an image you can go to maps.google.com and
print out your area of interest and then annotate that.  
In Google Earth you can do File -> Save -> Save Image.
Neither of these does any type of satellite -> road conversion, but if
you want to add data we don't have and provide it back to us, you may
be interested in http://mapmaker.google.com ... here you can use
satellite imagery and other data for context and create roads and
other features directly to our map.  After your edits are approved
they will show up in Google Maps and Google Earth.  MapMaker is
available in over 180 countries (listed at
http://www.google.com/support/mapmaker/bin/static.py?page=guide.cs&guide=30028&topic=1094318&answer=155415&
)
