I know the sense of this sign. It means that network link does not
work and GE plugin can not load the image. But if you open web page
with embedded GE plugin-in in other window or tab of the same browser
and zoom in to the same place you will see that red cross(es)
disappeared. Therefore needed images are present on the server.

city for some time you will notice the crosses I described above. I
checked this issue out in different browsers (including Google Chrome)
and different computers and OS (XP, Vista). Red crosses appear
everywhere.
Please, look at this problem and give me advice.

It looks like an issue with your KMZ file at:
http://www.geosystema.net/samples/Vinnitsa.kmz
If you look into the doc.kml inside the file then you can see it
references URIs that are dead.
e.g. in "Гибрид" VinUTM.files/Hybrid/root.kmz does not exist...
At a guess the KMZ has other errors as well...

Hi Fraser,
I know about dead link VinUTM.files/Hybrid/root.kmz I just forgot to
remove this link from KML. But as you can see the link VinUTM.files/
Photos/root.kmz is working and all subfiles are also present on the
server. You can reload a page with our map after you faced a red cross
and move to the place when the red cross appeared and you will notice
that it disappeared. So, an image is stored on the server but for some
reason it is not loaded. May be this issue is caused by timeouts. I
don't know.
OK I have tested this a few times and I think the issue is with the
server.
Just to note sometimes the entire page itself will not load at all...
Could you maybe try and host your KMZ file on a faster server, say by
uploading the file on to the files section of this site?
I think the issue is certainly with the KMZ calling the image file and
the server timing out as it tries to load it.
I will try testing it myself a bit more to see if this is the issue.
