WMS Layer Manager

I am looking to develop an application that will manage WMS (and other mapping services) layers in the Google Earth API.  Functionality would be similar to the the NASA World Wind WMS Layer Manager found at  http://worldwind.arc.nasa.gov/java/1.2.0/demos/
