Can't upload docx file as google doc

I have an application that upload docx files to my google drive. The
files are uploaded with google docs format but the file attached is not
converted.
When I try upload it from browser, it is uploaded with success, but I only can view, not edit the file.
Someone know if this is a bug??? or have a solution for my problem???
