Upload PDF and share link to Preview (as HTML)

We are uploading PDF files to Drive and would like to be able to link directly to the Preview for each PDF and share those links.

....downloadUrl is not what we want - we do not want the PDF - we want to share the HTML view of the PDF programmatically.
