To analyze this issue further, could you please elaborate on the issue like from when you are facing this and provide us with the following details to investigate. You can send them via Reply privately to the author option, or a direct private reply to this email. 
  • Network code
  • UserService.getCurrentUser (if unable, you may just provide the email address of the account that received that error)
  • Complete SOAP request and response logs of the request which you received error (SOAP logging must be enabled)
  • And also confirm if you are able to generate the same report via UI successfully without this issue.
