Default DeliveryRateType is Frontloaded?

Typically when we create line items, if we don't have any value for Delivery Rate Type, then we don't include the field at all in the API request, and it would default the value to what is configured at Network level.

In our network, Admin > Delivery > Line Item Defaults - the Delivery Rate Type is set to EVENLY

However, when I create a line item, the created Line Item has Deliver Impressions = FRONTLOADED.

Is there some condition where this field is auto set to Frontloaded besides the network default?
