Ad Manager Not Open And Not Create New Account

Hello !

before some week My ad manager account ok and running but now some days i try my ad manager account not login . i change my browser and try show sing in option , i try new account but show this error "  We apologize for the inconvenience, but you are not authorized to visit this page. If you believe this is an error, please contact your account manager. please any expert help me about this
