Can you please confirm whether you are able to access this URL (it shows the API schema) from your local machine? (https://ads.google.com/apis/ads/publisher/v202502/LineItemService)
Are you using any proxy, or is there a corporate firewall?
Complete SOAP request and response logs from API (SOAP logging must be enabled).
UserService.getCurrentUser (if unable, you may just provide the email address used to make API requests).
