1. In this error, what does the "user" refer to : Is it me as an api user OR is it the DCM account holders who has authorised me to perform actions on their behalf.
- The “user” refers to the API user who is making the request queries, not the account.
2. I tried passing quotaUser query parameter with random Value but I still encounter same error. Is there another way to solve this problem.
- Another way to solve this issue is by requesting for an increase of the quota limit. You can do this by filling out this form. Someone from the team will review the request form and API usage.

If "user" refers to API user making requests then how can I add another user without changing OAuth clientId?
I tried requesting for increasing the quota but I was told that it is not possible to increase this limit of queries per minute
