No tags generated for placement with CUSTOM_DISPLAY htmlCode creative

Calling generatetags on a placement containing a standard ad with a CUSTOM_DISPLAY creative returns no tagDatas. The creative has no assets, just another DCM <ins> tag in the HTML code. The tags can be downloaded via the Campaign Manager UI, but not programmatically with generatetags. 

Is this a known issue/are there workarounds?
