Question on "Pre-Rules Ad Units" within reporting

Hi All,

I am using AdX to monetize a bunch of my sites.

But recently a a couple of Tags that I added have been getting very Low Fill Rates.

Thinking that something in the Payment or Settings Rules could be causing this block, I came across a segment within the rules called: "Pre-Rules Ad Units"

This segment appears across both "Settings Rules" and "Payment Rules" and something in this I believe might be causing the low fills.

Checking the Help files threw up only just one line:

"all settings activity that occurred prior to the adoption of rules is recorded in the “Pre-rules ad units” bucket."

But I am unsure of what this means. What are the settings activities that occur before he adoption of rules??
