2) Assumably the API is needed to:

2.1) Cookie Match, and

2.2) Conduct ReMarketing.

Hello Frank,

I'll respond to your questions in order:

1. You should contact your Technical Account Manager (TAM) or alternatively, adx-buye...@google.com if you don't have one. When doing so, tell them you would like to have Cookie Matching enabled. They could also answer some questions you may have when getting started with the feature.
2. That's correct on both counts.
