badv and bapp on deals

Hello,

We are working on a PMP deal, and we face a situation where we receive requests with badv and bapp that conflict with an app we are looking to promote.

Since publisher_blocks_overridden = 1, should we ignore the banned attributes - such as bact, badv, and bapp (based on this item) on the bidrequest to skip all the adx-based reviews?
