Bidding to requests with CreativeEnforcementSettings = PlatformPolicy

Hi Authorized Buyers team!

We are testing bidding with creatives approved under Platform policy but disapproved in Network. However 40% of our bids are filtered due to Online Gambling reasons. We thought any creatives approved under Platform policy can bid to any request with creatived_enforcement_settings = Platform_policy. Can you advise?

Hello Anna,

One way to think of policy topics is that their disapproval indicates that they will always be filtered within the context (e.g. open auction), but approval indicates that they may be able to serve. Other factors like categories can impact whether the creative will be filtered at bidding time. So in a hypothetical where a creative has platformPolicyCompliance with a status of APPROVED, you can still be filtered in cases where the creative contains a category that is blocked by the publisher in the bid request–for example, online gambling. If online gambling were specified in the bid request as a blocked category, it would be working as intended for a bid response containing a creative with that category to be filtered.

Hi Mark,

Thanks for sharing the context, now it somehow makes sense that our online gambling creatives are getting filtered in requests with creative_enforcement = Platform, because they are blocking the "Gambling" category. However these creatives do not contain the "gambling" category from your creative API. Should we read the denied reasons and append "gambling" category by ourselves? Can you give us suggestions?

Hello Anna,

That's an interesting development, so I can see that the UI doesn't display the gambling product category, which seems incorrect given that it is clearly referenced in the policy topics. I went ahead and checked this same creative with the API, and see similar results where detectedProductCategories doesn't include 10137 (Gambling).

There has been recent development work in this space concerning the ongoing OpenRTB migration, and assuming that work has completed, I do see a value included in detectedCategories that is indicative of Gambling (No category with a label identical/synonymous with Gambling exists in IAB Content 1.0 Taxonomy).

In summary, I think the creative does have gambling associated with it based on the policy topics and detectedCategories field, but it looks like we aren't surfacing that properly via its product categories. My expectation is that this is most likely a bug, but I will discuss internally and report back as I learn more.

Thank you for the investigation. Indeed we expect to have the right categories displayed in the UI which seems the reflection of detectedProduct/SensitiveCategories results. Keep us posted and let me know if you need more data points from our side.

Although I see some initial work from an involved engineer, I haven't received any specific details about this that I can share at this time. I'll continue monitoring this in the meantime.

I think we are aligned that missing Gambling category under detected product and sensitive category for disapproved creatives due to Gambling content is an issue on Google side. Understood it would take some time to resolve, keep us posted.
