I have tried uploading (via cmd file) a png and a jpg file. Both give me a
file conversion error.

Can I upload an image file and if so, what format does it need to be?

You can upload images only if you have a Google Business account.
Otherwise, you can upload only documents that can be converted into a
Google Docs format.
